Adeboye declares war on herdsmen and kidnappers

Not to cast aspersions on his 'holy war' but I believe he's been around all these years as Boko Haram and corruption devastated the nation.
Is he only just declaring war or past efforts have been futile?
Part of my grouse with these things is there is no clearly defined time frame, what happens after say three months and nothing changes?
Read the report below.

Angered by the growing violent crimes across the nation, the General Overseer of the Redeemed Christian Church of God, RCCG, Pastor Enoch Adejare Adeboye, declared ‘holy war’, when he led the congregation, at the May Holy Ghost Service, against kidnappers and killer-herdsmen.

Just before his sermon, held under the theme, Victorious Grace, Adeboye led the mammoth crowd, that included Vice President Yemi Osinbajo, to  pray  against the  shedding of blood and  kidnapping across the country.
“Our weapons of war are not carnal, but they are mighty for the pulling down of strongholds”, he said. And the congregation responded: “No more kidnapping; no more shedding of innocent blood all over the nation.”

The three prayer points, in apparent response to the  menace of herdsmen and kidnapping, include: “Father, anyone planning to shed innocent blood, send down your fire to consume them all; Father, anyone who has kidnapped or is planning to kidnap as we are praying, set fire wherever he/she may be now. Enough is enough; Father, beginning from now, let things begin to get better in Nigeria!”
